To get it to stop reverting to you must also add/change to <singleplayersettings=false>and <maxdifficulty=true> in the ini. Max difficulty of 1 means level 150 is the highest level that can spawn. Don't mess with that otherwise. Rag and other maps are better for getting high levels than the island tbh.
